Rules Committee as a sub-committee according to §12, (7) of ITCA Club Rules

The Rules Committee shall work with the International Committee and, within the framework of its responsibilities, shall offer recommendations with respect to decision making. Its responsibilities include:

Formulating and modifying class rules
Formulating and modifying championship rues.

2. The Rules Committee is comprised of

The Chief Measurer
The President of the ITCA
A representative of the TOPCAT GmbH
The designer or a technical representative appointed by the TOPCAT GmbH

3. The Rules Committee shall make all decisions in meetings that are called at least once annually by the chief measurer. A quorum exists if all members (or appropriate representatives) are present. Each member has one vote. Decisions shall be made based on a simple majority. In the event of tievotes, the president of the ITCA will make a final determination.

4. Resolutions of the Rules Committee are recommendations only which must then be acted upon by the International Committee. Thus, such recommendations are only valid after International Committee decisions.

5. In order to assure a broad representation, modifications of class rues and championship rules are subject to special decision-making procedures:

a) The chief measurer or the president of the ITCA must receive any petitions for modification at least four weeks prior to the Rules Committee meeting. All scheduled events and deadlines shall be printed in the ITCA Yearbook or published on the ITCA website and will be made public to all members in this manner.

b) All recommendations that are adopted in the meeting will then be presented to the International Committee for voting.

c) Voting results shall be documented in a protocol by the ITCA. Following this, modifications in class rules and championship rules are immediately valid. Special publication off results is not necessary. All results can be requested from the executive board at any time, and they will also be published on the ITCA Web site. Furthermore, all modifications will also be published in the Yearbook.

Die Klassenregel -Teil D: Topcat Regattaregeln - soll komplett überarbeitet werden.

Diese Regeln sollen Veranstaltereiner Topcatregatta oder Ranglistenregatta als Hilfestellungdienen.
In diesen Regeln sind Soll- aber keine Mussbestimungen aufgeführt, um den Veranstalter auch freie Hand zur Durchführung von Regatten zu geben.

The class rule -part D: Topcat Regatta Rules - is to be completely revised.

These rules are to serve organizers of a Topcatregatta or ranking regatta as assistance.
In these rules there are should- but no must-regulations, to give the organizer a free hand for the realization of regattas.

Listed should be:

Races
Number of races per day
Courses
Courses and types
Time limits
Wind limits
Measurement
Replacement of Compeditors and equipment
Invoicing system for the calculation of ranking or scoring points

Die Klassenregel - Part C: Championship Rules - wird folgendermaßen geändert:

Punkt 7c: Die Obergrenze für die Anzahl der Gesamtwettfahrten ist 12.
Punkt 7d: An 5 Wettfahrtagen sind 2-3 Wettfahrten pro Tag vorgesehen.
- Bereits auch am ersten Wettfahrtag dürfen 3 Wettfahrten gesegelt werden.
- Die maximale Anzahl der Wettfahrten je Tag ist 3
- Abhängig von Wind und Wetterbedingungen sowie der Wetterprognosen soll dennoch angestrebt werden, an allen 5 Tagen Wettfahrten auszutragen
Punkt 8 b: „Einfügung eines neuen Satzes“:
- Die Kurse für alle Klassen sind „Up and Down“, mit einer Ablauftonne in Luv und einem Gate in Lee. ( s. Skizze im Anhang)

Punkt 8 e: Die Mindestbreite der Startlinie ist die Summe aller Bootslängen zuzüglich 40% der zusammen startenden Boote.

The class rule - Part C: Championship Rules - will be changed as follows:

- Item 7c: The amount of races will be limited to 12.

-Item 7d: On 5 days 2-3 races shall be sailed each day

Already on the first day 3 races may be sailed.

The maximum number of races per day is 3

Depending on wind and weather conditions as well as the forecast, it is nevertheless intended to hold races on all 5 days.

- Item 8 b: „Insertion of a new sentence“

For all classes the courses are "Up and Down" with a windward buoy and a leeward gate.( see sketch in the appendix )

- Item 8e: The minimal length of the starting line shall be the sum of the overall boat length plus 40% of all boats starting together.

Die Klassenregel - Part C: Championship Rules - wird folgendermaßen geändert:

In der Klassenregel Part C ist nicht geregelt wie gestartet wird. Gibt es eine gemeinsamen Start für alle Klassen , oder startet jede Klasse für sich?

Die Mitgliederversammlung hat folgendes beschlossen:

Vom gemeinsamen Start ausgenommen sind die Topcat World Championship K1 und die International Championship K2/K3.

Empfohlen wird die Ausnahme auch bei großen nationalen Meisterschaften wie der IDB oder der IÖSTM usw., bei denen eine überdurchschnittliche Teilnahme an Topcats erwartet wird.

The class rule - Part C: Championship Rules - will be changed as follows:

In the class rule Part C it is not regulated how to start. Is there a common start for all classes or does each class start separately?

The general meeting has decided the following:

The Topcat World Championship K1 and the International Championship K2/K3 are excluded from the joint start.

The exception is also recommended for major national championships such as the IDB or the IÖSTM etc., where above-average participation in Topcats is expected.

Um zukünftig im Rahmen der Vermessung entscheiden zu können, ob bestimmte Veränderungen am Schiff (wie z.B. Beklebungen der Rümpfe) für die jeweils aktuelle Regatta zugelassen sind, wird in den Technical Rules Teil B 5.g folgender Passus geändert:

Aktuelle Formulierung:
"Ein Vermesser hat das Recht, Veränderungen an einem Boot für nur eine Regatta zu dulden, wenn
die Veränderung weder die Bootsgeschwindigkeit, noch die Leistungsfähigkeit der Besatzung erhöht und
die Veränderung nicht in angemessener Zeit zu angemessenen Kosten rückgängig gemacht werden kann"

Neue Formulierung:
"Ein Vermesser hat das Recht, Veränderungen an einem Boot für nur eine Regatta zu dulden, wenn
die Veränderung weder die Bootsgeschwindigkeit, noch die Leistungsfähigkeit der Besatzung erhöht"

In the future it should be possible to decide during a measurement whether specific changes of the boat (f.e. pastings on the hulls) are allowed for the actual regatta. For this reason the following part of the Technical Rules part B 5.g will be changed as follows:

Actual wording:
"A measurer has the authority to accept alterations on a boat for only one series of races, if the alterations does not improve the boat speed or sailors power of competition and the alterations cannot be removed in suitable time at reasonable cost."

New wording:
"A measurer has the authority to accept alterations on a boat for only one series of races, if the alterations does not improve the boat speed or sailors power of competition"
