Measurement Certificate

Präambel: Die Topcat-Klasse ist eine Einheitsklasse, d.h. alle Boote sind gleich, Form und Einzelheiten sind genau festgelegt. Der Messbrief bescheinigt, dass das Boot den jeweils gültigen Klassenregeln entspricht.

1. Messbriefe werden von der ITCA erstellt (Chefvermesser)
   Dieser muss eine einmalige Seriennummer tragen, die mit der Segelnummer verbunden ist,
   Die Topcat GmbH muss Segelnummern, die von "eins" aus fortlaufend sind, ausgeben.
   Bei einem Ersatz- und Zweitsegel oder Ersatzrumpf hat der Besitzer Sorge zu tragen, dass  der Messbrief korrigiert oder ergänzt wird.
2. Der Messbrief muss mindestens folgende Informationen enthalten:
   - Name und Anschrift des Besitzers
   - Nummern des BB- sowie des StB Rumpfes
   - Nummer des "World Sailing" Labels ( gilt nur für K1)
   - Segelnummer(n), Farbe und Material des Segels
   - Datum der Ausstellung des Messbriefes
   - Stempel und Unterschrift des Vermessers.
   Durch den Stempel und der Unterschrift wird sichergestellt, dass das Boot mit den internationalen TOPCAT - Klassenregeln übereinstimmt.
3. Ohne einen gültigen Messbrief kann einem Boot die Teilnahme an einer Regatta verweigert werden.
4. Die ITCA verlangt für die Erstellung eines Messbriefes eine Registrierungsgebühr.
   - Erstvermessung                                        € 30,--
   - Neuerstellung bei Eignerwechsel           € 20,--
   - Zusätzliche Einträge in den Messbrief   € 20,--
5. Sollte es sich um eine Erstvermessung handeln, benötigt die ITCA die Daten des Handbuchs (wird beim Kauf eines Bootes von der TOPCAT GmbH ausgestellt), um einen Messbrief erstellen zu können.
6. Ein Eignerwechsel macht den Messbrief ungültig.
   Eine erneute Ausfertigung kann erreicht werden, indem der "alte Messbrief" mit einem schriftlichen Antrag, der Name und Adresse des neuen Eigners beinhaltet, an die ITCA gesandt wird.
   Eine erneute Vermessung ist nicht notwendig. Die ITCA stellt dem Eigner einen korrigierten Messbrief aus und ändert daraufhin auch die Klassenregister.
7. Sollte es sich um zusätzliche Eintragungen handel, so muss auch der vorhandene Messbrief an die ITCA, mit den detaillierten Angaben der zusätzlichen Teile, gesandt werden.
8. Vermessungen finden in der Regel vor nationalen- und internationalen Meisterschaften statt. Sollte eine Vermessung eines Bootes zu einem anderen Zeitpunkt erfolgen, ist dies unmittelbar mit der ITCA abzustimmen. Eventuelle Auslagen seitens der ITCA hat der Besitzer zu tragen.
9. Unabhängig von dem Inhalt dieser Regeln hat die ITCA das Recht, einem Boot den Messbrief zu verweigern, oder diesen einzuziehen.
10. Durch den Erhalt des Messbriefs erklärt sich der Besitzer bereit, sein Boot klassenkonform zu halten.

Preamble: The Topcat class is a unit class, i.e. all boats are the same, form and details are precisely defined. The measurement cerificate certifies that the boat complies with the respective valid class rules.

1. Measurement certificates are issued by the ITCA (chief measurer).
   This must bear a unique serial number linked to the sail number,
   Topcat Ltd must issue sail numbers which are consecutive from "one".
   In the case of a replacement or second sail or replacement hull, the owner must ensure that the measurement certificate is corrected or completed.
2. The measurement cetificate shall contain at least the following information:
   - Name and address of the owner
   - Numbers of the BB- and StB hulls
   - Number of the "World Sailing" plaque (only valid for K1)
   - Sail number(s), colour and material of the sail
   - Date of issue of the measurement certificate
   - Stamp and signature of the measurer.
   The stamp and signature ensures that the boat complies with the international TOPCAT class rules.
3.  Without a valid measurement certificate, a boat may be refused entry to a regatta.
4.  The ITCA charges a registration fee for the issue of a measurement certificate.
   - Initial measurement € 30,--
   - New certificate in case of change of owner € 20,--.
   - Additional entries in the measurement certificate € 20,--.
5. If it is a initial measurement, the ITCA requires the data from the boat manual (issued by TOPCAT Ltd when a boat is purchased) in order to be able to create a measurement certificate.
6. A change of owner renders the measurement certificate invalid.
   A re-issue can be achieved by sending the "old measurement certificate" to the ITCA with a written request including the name and address of the new owner.
   A new measurement is not necessary. The ITCA will issue a corrected measurement certificate to the owner and will then also change the class registers.
7. If there are additional entries, the existing measurement cerificate must also be sent to the ITCA with the detailed information of the additional parts.
8.  Measurements will take place before national- and international championships. If a boat is to be measured at a different time, this must be agreed directly with ITCA. Any expenses incurred by ITCA shall be borne by the owner.
9. Irrespective of the content of these rules, ITCA has the right to refuse to issue a measurement certificate to a boat or to withdraw it.
10. By receiving the measurement certificate, the owner agrees to keep his boat in compliance with the class.
